This type of application is available for a person who is inadmissible to the United States but requests to enter the country based on compelling humanitarian circumstances.
Basic Requirements
An applicant must be able to show that he/she has compelling humanitarian reasons to enter the United States if he/she is otherwise inadmissible and would require a waiver. U.S. immigration authorities will determine whether the applicant meets the burden of proof.
Where to Apply
Usually these applications are filed in local offices, in advance. However, immigration offices at U.S. Ports of Entry and Pre-flight Inspection are empowered to admit foreign nationals in compelling humanitarian circumstances, in advance, for temporary purposes.
